NYC Street Cleaning Ticket: How Much It Costs and How to Fight It
A street cleaning ticket in New York City is violation code 21 — “No parking where parking is not allowed by sign, street marking or traffic control device.” It costs $65, the same in Manhattan below 96th Street and in all other areas.
Deadlines and late fees
You have 30 days from the date the ticket was issued to pay it or request a hearing. After 30 days, the NYC Department of Finance adds a $10 penalty; after 60 days, another $30. Requesting a hearing puts the ticket on hold, so no penalties are added while it is pending.

Pay online at nyc.gov/finance, in the NYC Pay or Dispute app, by mail, or in person at a DOF Business Center.
How to dispute it
You can dispute online, by mail or in the Pay or Dispute app — no need to go in person. Defenses that work for street cleaning tickets usually come down to evidence:
- ASP was suspended that day — a holiday or snow suspension. Check the ASP calendar.
- The sign was missing, unreadable or contradictory — photograph it, with the street name visible.
- The ticket has a material error — wrong plate, wrong state or missing required information.
- You were not parked there — a timestamped photo, a receipt or garage record from elsewhere.
“The sweeper had already passed” is not a defense: the rule covers the whole posted time.
Avoiding the next one
