No. In New York City the street cleaning rule is in effect for the entire time posted on the sign. You can be ticketed after the sweeper has passed.

Why waiting for the sweeper doesn't work

Traffic agents write ASP tickets any time during the posted window — the ticket is for parking during the regulated hours, not for blocking the truck. Sweepers also sometimes make more than one pass, especially in leaf season.

What about double parking until it's over?

Many New Yorkers double park across the street and wait in the car. It is common, but it is not legal: NYC DOT states that double parking of passenger vehicles is illegal at all times, including street cleaning days, and the double-parking fine (code 46) is $115.
